Both regular T20 skipper Stuart Broad and his vice-captain, Eoin Morgan, are injured for the matches at The Oval on September 23 and 25, leaving the selectors to choose Swann - one of the few experienced England players in the 14-man group - to lead the team.
As well as Broad and Morgan, Kevin Pietersen has also been left out, as he was for the one-day series against India, but there is a recall to
T20 duty for Jimmy Anderson.
Lions batsmen Alex Hales and Jos Buttler retain their spots in the squad while there are places for leg-spinner Scott Borthwick, left-arm spinner Danny Briggs and batsman Jonny Bairstow.
England's original plan had been to select an experienced squad for these matches, as they do not play many T20 internationals. But the injuries to Broad and Morgan, as well as the fact that the fixtures come at the end of a demanding summer, appear to have convinced the selectors and coach Andy Flower to give youth its chance.
Pietersen's continued absence - he has not played since the final Test against India last month and was prevented from appearing for Surrey during the final stages of the county season - will raise more questions about whether he will be involved in next month's limited-overs tour of India.
Pietersen was one of 13 players awarded a full central contract, however, which suggests the selectors still want him to be available for all forms of cricket.
