The Russians want £18million for the Brazilian striker but it is more likely the two clubs will agree an initial loan fee.
Although Everton could mount a rival bid, it is believed 21-year-old Jo has made up his mind over a move to Eastlands.
Off to Eastlands: Brazilian striker Jo is set to join Manchester City
City, who are also interested in CSKA's other Brazilians, Vagner Love and Daniel Carvalho, lost 3-1 to a South China Invitational XI in what could prove to be Sven Goran Eriksson's last game in charge.
After suffering two defeats on the Far East tour, Eriksson will return home with his players today to await the outcome of owner Thaksin Shinawatra's post-season review.
Meanwhile, Everton are interested in signing Birmingham goalkeeper Maik Taylor as cover for Tim Howard, but he is expected to sign a new two-year deal at St Andrew's because he has a better chance of regular first-team football.
