The Portugal international, who joined for £7.9million from Barcelona this summer, wants Lampard to ignore Inter Milan and commit to the Blues.
Inter are prepared to make a fresh £11m bid for the England international, who has rejected Chelsea's offer of a four-year deal worth £140,000 a week.
Deco said: "I want Frank to stay - he is a fantastic player and I've come up against him many times. Now I see him in training and he's an absolute delight to watch.
"He trains very hard and is very good at what he does. He has a fantastic attitude and I'm very pleased to have the opportunity to play with him. We can play in the same team together and it would be great for Chelsea if he does stay." Deco signed a two-year contract worth £92,000 a week and is confident he can win the Champions League alongside Lampard in that time.
He added: "I expect to fulfil my obligation to Chelsea and during my time here I will give my best so we can win many titles.
"I had the chance to go to other clubs in England and in Italy but Chelsea are the best club for me right now. They're at the top of their league and try to win every title they go for."
