The 38-year-old is out of favour with Gunners boss Arsene Wenger with Manuel Almunia expected to continue as first choice at the Emirates Stadium.
Lehmann's contract is due to expire in the summer but the Germany international is believed to be keen to secure first-team football in order to consolidate his place in his country's squad for Euro 2008.
Considering a move: Arsenal's reserve goalkeeper Jens Lehmann
And at a press conference on Friday, Dortmund general manager Hans-Joachim Watzke said he was "carefully optimistic" of a deal being struck.
"Jens has said that he will consider it and his answer should come in the foreseeable future," he added.
Meanwhile, Dortmund director of sport Michael Zorc, who extended his own contract until 2009 on Friday, claimed the Gunners would be prepared to let Lehmann leave without a fee.
He said: "The club (Arsenal) have shown their willingness to let Jens leave on a free transfer."
Wenger had already hinted he would allow Lehmann to leave should a transfer improve his chances of playing at Euro 2008.
Dortmund are on the lookout for a new goalkeeper as their regular number one Roman Weidenfeller has been ruled out for three months after a shoulder operation.
