Each season the top three countries in the Respect Fair Play League receive an extra Europa League place under UEFA rules and England currently lie second in the standings behind Norway.
The highest-placed team in the Barclays Premier League's Fair Play table who have not otherwise qualified for Europe are put forward, meaning Fulham are on course to receive the berth with an average rating of 8.42 over their 30 games this season.
The Cottagers, who finished runners-up in last year's Europa League, currently sit second in the Premier League's Fair Play table behind west London neighbours Chelsea.
With the Blues in line to secure a European spot through the league, it means Fulham are in place to earn a spot in the Europa League despite currently standing 11th in the table.
