The highly-rated youngster has made two appearances for Avram Grant's first-team this season and enjoyed a successful loan spell at Plymouth last season.
He joins fellow Chelsea youngsters Michael Mancienne and Ben Sahar at the Coca-Cola Championship strugglers and goes straight into Luigi De Canio's squad to face Coventry tonight.
He told the club's official website, www.qpr.co.uk: "I'm very excited to be joining QPR.
"I spoke at length to the other Chelsea boys here and they told me it's a very exciting time to be at QPR.
"I'm looking forward to pulling on the R's shirt for the first time and giving my all for this club."
Rangers beat off competition from eight other Championship clubs to clinch the signature of Sinclair and chairman Gianni Paladini believes his signing shows that the club are determined to pull clear of relegation danger.
He said: "It's a tremendous signing for the club.
"Scott is a superb young player and we're delighted Chelsea have agreed to let him join us.
"With the backing of Flavio Briatore and Bernie Ecclestone we've been able to push on and this reiterates their desire to bring the best, young players in this country to the club.
"The fact Scott has chosen us over an array of other clubs in this division says so much about what we are trying to do here."
De Canio added: "I am very happy we've got Sinclair. He comes at just the right time for us because Hogan Ephraim returns to West Ham on Wednesday.
"I've seen him play a lot and everyone raves about him and rightly so.
"He should be honoured to be joining this great squad of players we have here at QPR."
