Modric has enjoyed a good first season in the Premier League since his move to Spurs for £16.5million last summer, and has since attracted interest from Juventus, who are keen to find a replacement for retiring midfielder Pavel Nedved.
Asked whether the Croatian could make the switch to Serie A at the end of the season, FIFA agent Sabatino Durante claimed: "He certainly could, but a lot depends on the economic situation. Modric will not leave London for any less than 24m euros (£22.3m).
"Modric has been one of the best midfielders in Europe for the last two or three years, because he has just the right mix of quantity and quality.
"He can play in Nedved's position, just behind the strikers. Basically, he can do everything."
Meanwhile, Chelsea boss Guus Hiddink wants to pit his wits against Roman Pavlyuchenko when his resurgent Blues side travel to White Hart Lane on Saturday.
Pavlyuchenko is a regular member of the Russia squad coached by Hiddink, yet the 27-year-old is currently being kept out of the Spurs team Darren Bent - and was relegated to the reserves on Monday.
But Hiddink said: "I hope Pavlyuchenko will play at the weekend."
