Spurs manager Juande Ramos sees Hart, who was called up to Fabio Capello's England squad this week, as the best-value prospect in the country and wants him to form the foundation to Tottenham's attempt to break into the top four next season.

Unsettled: Joe Hart is not content with off-field events at City
Hart, 21, has made only 27 first-team appearances for City in the league since joining from Shrewsbury in May 2006 for £600,000 but he is regarded as an outstanding talent.
He is among a clutch of players who have become increasingly disillusioned with the developments at Eastlands during the past two months which have seen manager Sven Goran Eriksson pushed aside. That has left Spurs believing Hart can be tempted to make the move south.
They value the 6ft 3ins keeper at around £6m and will look to offer that in cash plus fallen star Robinson as a £4m makeweight.
Former England keeper Robinson, 28, has also attracted attention from Middlesbrough and Aston Villa but he is interested in the revolution that is taking place at City, with big-money signings still promised by controversial owner Thaksin Shinawatra. Robinson, who has suffered a dramatic fall from grace over the past 18 months, would have little competition in making the No 1 slot his own with rivals Kasper Schmeichel and Andreas Isaksson also looking to quit City this summer.
City have been linked to a £13m deal to sign Zenit St Petersburg's Russian midfielder Andrei Arshavin.
Hart's move to White Hart Lane could be aided by Spurs' continued interest in City centre back Richard Dunne.
