But even if the boss concerned has squirrelled away a fortune in bungs, it is very unlikely the football authorities will ever know about his or any of his colleagues' misdemeanours because of confidentiality rules.
HM Revenue and Customs (HMRC) have obtained details of thousands of foreign bank accounts run by UK residents and have given them until June 22 to reveal any interest or capital on which they should have paid tax, for the very reasonable consideration of just 10 per cent penalty charges. Those who do not confess will then be liable for up to 100 per cent punitive payments.
But identities will become known to the public and the Football Association only if legal proceedings are brought. A tiny fraction of the taxman's 164,000 annual investigations go that far.
An HMRC spokesman said: "We would never discuss any aspect of any customers affairs with anyone, including governing bodies of organisations. We are concerned only with abuses of tax law."
Unless the Quest inquiry has uncovered its own George Graham, which is highly improbable, any miscreants will be free to carry on working in football, just like those who coughed up during the Inland Revenue's 1990s crackdown.

There's still plenty of needle in the world of arrows, judging by the reaction to outrageous suggestions (in this column) that the Grand Slam of Darts in November might be a walkover for the PDC boys.
It is with undisguised glee that the BDO reported how the otherwise obscure Topic International Darts League event in Holland, featuring 14 BDO stars and 18 from the PDC, ended in an all-BDO final in which Gary Anderson beat Mark Webster.
The BDO are taking great delight in rubbishing PDC supremo Barry Hearn's claim that the Grand Slam would allow the BDO players "to test themselves against the stars of the PDC".
A BDO spokesman said: "His boasts and plans have been pre-empted."
Sounds like fighting talk.
