Wardle still believes it is possible talks with an American consortium could eventually reach a positive conclusion.
While the takeover issue drags on, some City fans have voiced their concern over the club's poor season and the lack of signings during the January transfer window.
Aware of this, Wardle has pledged cash will be made available for the summer.
He said: "Plans are being made for the new season. It is important our supporters know that, whatever happens with regard to potential new investment, the board will support the manager in the transfer market.
"Funds were made available by the board in the winter window, although we were unsuccessful in bringing in all the players we targeted. We will provide significant support again this summer."
