Rangers officials were in Italy during the day hoping to sign the 6ft 4in Italian from Sampdoria.
However Serie B side Brescia announced on their website that Caracciolo decided to join them.
Rangers had hoped to make Caracciolo their big signing in the final hours of the transfer window.
Sampdoria and Palermo shared ownership of the 26-year-old but that has now been transferred in whole to Brescia, as Caracciolo returns to the club who gave him his big break in the game.
He joined Brescia in 2001 from Italian minnows Pro Vercelli and made his Italy debut while with the club, where he played alongside Roberto Baggio in the club's Serie A days.
He left to join Palermo in 2005 and moved on to Sampdoria during the summer, but struggled to find his best form with the Genoa-based side.
Rangers officials arrived in Milan at lunchtime to discuss the deal, with Caracciolo's agent Andrea D'Amico confirming the Light Blues' interest.
However Torino were keen too, and Brescia beat both of them to tie up the deal.
