Talented playmaker: Spurs target Luka Modric was superb for Croatia in their successful European Championship qualifying campaign
Zdravko Mamic, the Zagreb president, has already spoken to a number of English clubs, according to the Times.
These include Tottenham's London rivals Chelsea, Manchester City and Newcastle United.
Spurs head coach Juande Ramos is known to want more creativity in his midfield, and has already made an unsuccessful bid to sign Tiago from Juventus.
Modric, 22, was instrumental in Croatia's famous win at Wembley last November, which ended England's hopes of reaching the European Championship.
He won his 23rd international cap last month in a 1-1 draw against Scotland at Hampden Park.
