The out-of-favour Spurs winger is the subject of a bid, in the region of £2m, that should see the Irishman clinch his first signing of the transfer window.
Routledge has been left kicking his heels at White Hart Lane this season - having made just three starts - and O'Neill is desperate to add some balance to his midfield.

With Ashley Young having won a call-up to the full England squad on the back of consistently good form on the left, Villa's boss wants to beef up his options on the right where both Stiliyan Petrov and Craig Gardner have failed to make the spot their own.
Routledge has suffered a frustrating season as Aaron Lennon has been the preferred choice of both Martin Jol and Juande Ramos.
However, the former England Under-21 international will fit into O'Neill's blueprint of buying young, home-grown players and Routledge certainly possesses the Villa boss's other major requirement - pace, particularly in his front players.
The move should be formalised this afternoon with a press conference confirming the switch due to take place either later this evening or tomorrow.
O'Neill has made several other enquiries that have so far come to nothing in January. He made a late bid for Jonathan Woodgate and also Rangers' Alan Hutton but failed to convert either of them.
