The club on Wednesday confirmed the Spanish giants had made an "exceptional" offer for the French midfielder, who joined Portsmouth from Arsenal in January for £5.5million.
Asked whether he was confident Portsmouth owner Alexandre Gaydamak would make all the money from the transfer available for new signings, Adams replied: "Absolutely. I am 100% confident."
He added: "The chairman said to me: 'This is the offer that has come in and it is your decision.'
"In an ideal world you keep all the Lassanas you have got and you buy Rio Ferdinand, but this is not Manchester United. This is a good club and we have done well for the last couple of years but we have to be realistic.
"He is a super player and we are going to miss him but if it is for that amount of money, I am not going to stand in the way."
Adams' focus is now on bolstering a squad that was stretched to the limit by their UEFA Cup run. They named only six players on the bench for Wednesday night's 3-0 win over Heerenveen.
He added: "My job now is to get the recruitment right and add to the squad. We are going to have to find some other players and move on. The UEFA Cup has been very draining for us, we do need reinforcements."
Harry Redknapp signed Diarra from Arsenal and also helped Portsmouth make a substantial profit on Sulley Muntari, who was sold to Inter Milan for around £18million during the summer.
