The France striker completed his £15million move from Bolton after passing a medical and agreeing personal terms.
Anelka declared: "Chelsea are a big club. I have proved that I can score goals at the top level and I can do the same for Chelsea."
He added: "I want to tell the Chelsea fans that I see this as a great opportunity and an honour to play for Chelsea and I will not disappoint them.
"Chelsea is the team I really wanted to join and I hope this will be the last club that I play for.
"I am delighted everything has been sorted out. This was a fantastic opportunity that I couldn't turn down. I am really looking forward to working with (manager) Avram (Grant) and Chelsea's style of football really suits my game.
"I have been really impressed by what he and the team has done this season in what were very difficult circumstances.
"Everyone can see that they have had great results and are challenging for all the major trophies. The quality of the players they have is fantastic and the competition for places excites me."
Grant believes Anelka will provide the extra firepower to help them overcome the loss of Salomon Kalou and Didier Drogba during the next month to the African Nations Cup.
Grant said: "First of all he is a good finisher. He scores a lot of goals but not only that he can provide assists. He is a good footballer and has good pace."
