Mohammed Al Hashimi was set to take a 20% share in the Reds after persuading Sheikh Mohammed Al Maktoum to make a £450million bid for the Anfield club in December. That was unsuccessful, with Americans George Gillett and Tom Hicks winning with an improved offer, and now Al Hashimi appears to have his sights on the Gunners.
According to The Sun, the executive chairman of Dubai-based Zabeel Investments said: "I know the owners are very reluctant to sell but I see Arsenal as a very profitable club. Liverpool was an opportunity which does not come along every day but we have to move on."
Arsenal have already been linked with one takeover by American tycoon Stan Kroenke, owner of the Colorado Rapids Major League Soccer club, earlier this year.
