An independent investigation, conducted by Robert Weber SC, found Stuart guilty of abusing referee Ashley Klein and match officials director Stuart Cummings in the foyer of a hotel the morning after the Kangaroos' 34-20 World Cup final defeat.
"I'd hate to think of this as a life suspension because I think that would be over the top," Love said. "(But) I'd like to think that wouldn't rule him out altogether (in the future)."
After reading Weber's report for himself, Stuart immediately withdrew his application to continue in the Australian job. He was also fined Australian dollars 20,000.
Saying it gave him 'no great pleasure' to accept Stuart's resignation, Love acknowledged the 41-year-old had suffered greatly from the episode but refused to shut the door on a return somewhere down the track.
"It's sad to see this finish the way it is. He has suffered quite a lot as a result of this," added Love.
"This will really hurt him, being in this position where he's not coaching the national team.
Denying Stuart had been pushed, Love continued: "I think Ricky's done the honourable thing.
"I can tell you he's shattered, absolutely shattered, that things have resulted the way they have.
"I like Ricky and I respect him as a person and as coach but what happened was inexcusable and it's conduct we can't condone."
