Beckham needs one more appearance for the Three Lions to match Bobby Moore's best mark for an outfield player and coach Fabio Capello has decided the 33-year-old's form on loan at AC Milan warrants an instant recall after he was omitted for the win over Germany in Berlin last November.
The inclusion of Cole and Jagielka comes on the back of excellent performances at club level.
Milner is rewarded for his excellent performances in Aston Villa's rise to third spot in the Premier League table.
The former Leeds star has been capped an amazing 40 times for the under-21s but Capello recently hinted that he might be ready for the step up in standard.
And, even though Milner was selected last week for the side Stuart Pearce will take to Malaga for Tuesday's friendly with Ecuador, the midfielder will now move into the senior squad for the first time.
Milner is one of six Villa players in a 23-man squad in which Rio Ferdinand returns.
Ferdinand has not partnered skipper John Terry in central defence since the famous win over Croatia in September.
Ashley Cole is also back for the first time since the World Cup qualifying win over Kazakhstan in October, while Joe Hart retains his place among a three-man group of goalkeepers despite losing his Manchester City spot to Shay Given.
