Jose Mourinho's search for a right-back ended when the 31-year-old Brazil defender signed on Thursday following talks on Wednesday.
"I know a bit about what the Premier League is like," he said. "I know it's a tough league but I'm coming here with plenty of ambitions and desire. I want to win trophies."
Belletti's signing came a day after the club confirmed the sale of Arjen Robben to Real Madrid in a deal worth around double the £12million Chelsea paid PSV Eindhoven for him in 2004.
Despite boss Mourinho and other figures at Chelsea wanting the Holland winger to stay, Robben made his intention to leave clear.
"With any sports team, harmony is important and of course we want the people here to want to be at Chelsea Football Club," said chairman Bruce Buck.
"With a personal service contract the person has to want to perform the contract."
It means Mourinho's squad is taking shape for the club's tilt at winning the Premier League title back from Manchester United.
One piece of unfinished business is securing Frank Lampard's contract beyond the end of next season, which Buck is confident of.
"I can't possibly imagine him at another football club," he said.
