They are replaced by Lancashire seamer Jimmy Anderson, who claimed two for 95 from 38 overs when he was sent to play for Auckland against Wellington in New Zealand's domestic championship last week to gain match practice, and Nottinghamshire's Stuart Broad.
The tourists were expected to bring the axe down on 30-year-old Harmison after he claimed match figures of one for 121 from his 27 overs as the tourists slumped to a humiliating 189-runs first Test defeat at Hamilton.
But England surprised everybody by also dropping Yorkshire seamer Hoggard, who also claimed only one wicket at Hamilton but was generally regarded to have bowled better than Harmison during New Zealand's second innings.
Durham fast bowler Harmison, once rated the quickest bowler in the world, struggled to get his pace above 80mph throughout the first Test while his accuracy was again lacking and was perhaps expecting to be dropped at Wednesday's net session.
He lies 10th in England's all-time list of Test wicket-takers with 208 victims from 56 appearances at 31.50 and has not suffered the humiliation of being dropped since the early days of his international career.
It gives another chance to 21-year-old Broad, who has played only one Test against Sri Lanka in Colombo last December when he was brought in to replace back-injury victim Hoggard.
But Hoggard's omission is a bigger shock after he recovered from a back and thigh injury which restricted him to only two Tests last summer and sidelined him for the home defeat by India.
