Rovers, who secured their Super League status with victory over their city rivals on Sunday, are thought to have beaten off late competition from Briscoe's former club Wigan to secure the services of the 24-year-old on a two-year contract.
Hull KR coach Justin Morgan said: "Shaun has a fantastic work ethic and will add a whole new dimension to the backs."
Briscoe, who was told last week that he would not be offered a new contract for next season at the KC Stadium, will team up with former Hull stand-off Paul Cooke at Craven Park.
"He has a lot of experience and has played internationally for England which adds to his quality as a player," Morgan said.
"He continues to impress me with his ability to cover several positions and is a player that will definitely compliment the squad."
Briscoe scored 57 tries in 101 appearances for Hull since joining them from home-town club Wigan in 2003.
He recently lost his full-back spot to New Zealand utility player Motu Tony and has played on the wing in the last three matches.
He is Rovers' third confirmed signing for 2008, following the captures of Wakefield winger Peter Fox and Gold Coast Titans centre Jake Webster, while they continue to be linked with Wests Tigers duo Daniel Fitzhenry and Ben Galea.
