Greg Rusedski and Jamie Murray defeated Robin Haase and Rogier Wassen in four sets in Saturday's doubles rubber to give the home side an unassailable 3-0 lead in the Euro/Africa Zone Group One tie. Rusedski then announced his retirement from tennis.
John Lloyd's team must now win a play-off from September 21-23 to get back into the elite 16-nation World Group in 2008.
Lloyd had the option of bringing in singles winners Andy Murray or Tim Henman for the doubles but somewhat surprisingly kept faith with his left-handed pairing, handing a debut to doubles specialist Jamie, who has won three titles this season with American partner Eric Butorac.
Rusedski had played just one match in 2007 - losing in the first round of a Challenger event in Sarajevo - as he struggled with a nagging hip injury and plummeting world ranking.
Great Britain captain John Lloyd paid tribute to the former British number one, saying: "If we won I thought he would postpone his decision until September - but it's a good way to go out.
"It's good to go out playing a match like that but we'll miss him. We've had a great team and Greg has been a big part of it."
Despite being without Rusedski for September's World Group play-off, Lloyd added: "I fancy our chances against anybody, especially if we get a home draw.
"It's an exciting time for us, bring them on."
