And Bradley Wiggins broke his own Olympic record with the fastest qualifying time for the individual pursuit.
World champions France await Hoy, Staff and Kenny in the final but the British trio ought to be confident after setting the first sub-43 seconds time recorded on a 750 metres track in qualifying.
Hoy and Staff were in the team which lost to the French at the worlds in Manchester last March when their opponents set what was then a record time of 43.271 but look set to get their revenge after laying down a mark of 42.950 secs in qualifying.
That matched them with the United States, who had made the first round after Poland were disqualified, and the Americans were easily seen off.
The French, meanwhile, have not been able to get within half-a-second of the British in either ride here.
Wiggins, like Hoy aiming for three golds over the next five days, started as well as a defending champion could have wanted - dipping under his own Olympic record by completing the 4000m qualifier in 4:15.031.
