The 23-year-old Ecuador striker is due to fly in and undergo a medical before putting pen to paper in a deal which will cost an initial £6.2 million but could eventually rise to £9 million.
The Santos Laguna player has averaged more than a goal every other game for his club and netted 10 times in 17 appearances for his country.
Benitez's international team-mate Giovanny Espinoza is also poised to cement his move this weekend in a £600,000 switch from Barcelona Sporting Club again subject to a medical.
The 32-year-old will complete the formalities - subject to obtaining a visa - before undertaking a short summer break ahead of reporting for pre-season training at Wast Hills.
Another potential Birmingham target is Standard Liege central defender Oguchi Onyewu who is out of contract at the end of the month.
But his club are hoping he will sign a new short-term deal to help them through the initial stages of the Champions League.
Onyewu, 27, is due to make his decision after the United States' final game of their Confederations Cup campaign against Egypt on Sunday.
Fulham and Fenerbahce are also understood to be interested in Onyewu.
