The 29-year-old Australian will move to the KC Stadium on a two-year contract from the New Zealand Warriors.
Byrne, who has over 100 NRL appearances to his name, is seen as a replacement for the departing Shaun Briscoe and joins fellow Australians Shaun Berrigan and Adam Dykes in making the switch to Hull.
"Todd has a lot of experience in the NRL and, of course, he has played in a Grand Final," said coach Peter Sharp.
"He has a good pedigree and, although not a household name, he will be an excellent addition to our squad.
"Sometimes players without a big reputation become the stars. He will certainly get the job done for us and Todd has the added bonus of being versatile.
"He can play at centre, wing and full-back, and that will be good for us."
