The veteran Brazilian, who played under the Italian in both his spells at Real Madrid, insists Capello was not to blame for Beckham's marginalising at the Bernabeu last season after he revealed his plan to join the Los Angeles Galaxy.
Carlos said: "Now, I am sure that Capello will select Beckham for England - 100% sure. He will call David and I think he will make him his captain."
Carlos believes Capello will get England winning again - but has warned fans not to expect excitement.
"England need victories, results, and that he will give them," he said in The Observer.
"There will be no spectacle, it will be 1-0, 1-0, 1-0. But the team will be there, correctly set up and balanced on the pitch. And always winning.
"I don't know if England will win the World Cup in 2010, but they can make it to the finals. No doubt about that."
