Chambers joins automatic pick Simeon Williamson and Tyrone Edgar in the 100 metres, and will race alongside Marlon Devonish and Toby Sandeman in the 200m.
World and Olympic champion Ohuruogu has been handed a berth in the 400m despite concerns over her fitness, and she is joined by Nicola Sanders who followed her home in Osaka two years ago.
There is no place, though, for Hannah England in the 1500m, with Lisa Dobriskey and Stephanie Twell taking the two remaining spots alongside Charlene Thomas.
Chambers' inclusion in the 100m was expected despite failing to guarantee his place after being beaten by Williamson in the trials in Birmingham. His place in the 200m was less certain after he withdrew from that race at the trials citing exhaustion.
GB head coach Charles van Commenee said: "This team has been selected to give us the best possible results at the 2009 IAAF World Championships in Berlin.
"I expect to see athletes demonstrating their ability to perform at the highest level under pressure.
"Of course we are on a long-term journey to 2012, but we can't wait three years for the medals and performances, I want to see both in Berlin and then more next year and the year after until we get to London. This is our first staging post on our toughest ever journey."
Other big names selected in the women's squad include Paula Radcliffe, Jessica Ennis and Lisa Dobriskey, although there will be no women entrants for the 100m.
Olympic silver medalists Phillips Idowu and Germaine Mason are in the men's triple and high jump, respectively, while Martyn Rooney (400m) and Mo Farah (5,000m) will also travel to the German capital.
