The former Northampton wing will move to Edgeley Park on a two-year deal from French club Brive.
Cohen, 30, has spent the last two years with Brive, where his team-mates include fellow England internationals Steve Thompson and Andy Goode.
Cohen has won 57 caps, scoring 31 tries, with only Rory Underwood having claimed more touchdowns for England. His last Test match appearance was against South Africa at Twickenham in 2006.
Cohen, part of England's 2003 World Cup-winning side, will link up again with his former Test colleague Jason Robinson when he returns to the Guinness Premiership.
Robinson recently landed a coaching role with the Sharks under a new team headed by rugby director Kingsley Jones.
Cohen said: "I am looking forward to joining Sale Sharks in the summer and getting stuck into Premiership rugby again.
"I am proud to be joining a squad with a great pedigree and with ambitions to win titles and trophies.
"I am confident Sale have the players, coaches, management and support that will help me stake a claim to an international return next season."
Jones added: "Signing Ben is a real coup for the club. I have been chasing his signature for weeks, and I am delighted to announce that he has now put pen to paper. He is still young enough to play for England again."
