Despite starring in Sunday's Old Firm derby victory at Parkhead, the 31-year-old has been deemed surplus to requirements at Ibrox for some time.
Fulham tried to buy the Gabon international during the January transfer window but fell foul of FIFA rules, which prevent a player representing more than two clubs in one season.
Cousin told the Daily Record: "It was fantastic to finish my time at Rangers by scoring in the Old Firm game. I don't think I'll ever forget that experience."
"It has always been my ambition to play in the [English] Premier League," he added.
"It almost happened to me when Fulham came but now it's finally a reality. I wish Rangers all the best and believe they can recapture the title.
"I'd like the fans to know I always gave my best for them."
Cousin joined Rangers from Lens last summer but failed to convince manager Walter Smith he could become a key part of his plans.
He netted a stunning opener in Sunday's win over Celtic before getting himself sent off, prompting Smith to describe the forward as "inconsistent".
