Spurs edged closer to the knockout stages of the UEFA Cup with a hard-fought 3-2 victory over Aalborg on Thursday night, when they had to come from two goals behind after a first half described by Ramos as "disastrous".
"The most important thing in the team is balance - and we are imbalanced," he said. "We are conceding too many opportunities and we have to find a solution to this, because we are not going to score three goals in every game. We have to stop the defence leaking goals."
The Spaniard made a bold substitution at half-time, sacrificing a defender and bringing on Darren Bent - who scored the winner, after Dimitar Berbatov and Steed Malbranque levelled matters.
It made for a thrilling match but highlighted the problems Ramos has in defence.
"It is an area we need to work on," said the head coach. "We are making mistakes that could be costly."
Captain Ledley King has been out all season recovering from knee surgery, and defenders Ricardo Rocha and Anthony Gardner have also been sidelined.
Younes Kaboul was ruled out against Aalborg with a groin strain and full-back Pascal Chimbonda had to play in the centre of defence.
"Unfortunately a lot of the injured players we have at the moment are in the same area of the team - we have King, Gardner, Rocha out," added Ramos.
"The team is going to suffer as a result. We have to use the best players possible for each game, but that's difficult when a lot of them are injured."
