The Fenerbahce stopper received a straight red card for shoving Czech striker Jan Koller in the chest in the dying moments of Turkey's dramatic 3-2 victory in Geneva.
After leaving the pitch, Volkan then sat on the Turkish bench even though he was not allowed to be inside the technical area.
The combined punishment is a two-match suspension, which will take in Friday's quarter-final against the Croats in Vienna and also the semi-final against Portugal or Germany, should Turkey progress.
UEFA confirmed on Wednesday that Volkan can appeal against the decision.
Turkey have also been fined 44,000 Swiss francs for "improper conduct of their supporters, players and officials" in the aftermath of the win over the Czechs.
That sanction takes into consideration Volkan's dismissal, the straying of some of the team's fans on to the pitch after the final whistle and also the fact that 25 unaccredited people ended up in the Turkish dressing room after the game.
Turkey can also appeal against the fine.
