The 33-year-old four-time Olympic champion, who marked his international return from a hip injury with keirin gold on day one, was untroubled as he reached the last four, where he will meet Australia's Shane Perkins.
Matt Crampton and Jason Kenny also recorded 2-0 victories in their best-of-three quarter-final duels and will meet in the second semi-final.
Hoy led Crampton and Kenny in a British one-two-three in qualification as the only rider to dip below 10 seconds, clocking a flying 200metres track record of 9.869 seconds.
Hoy beat Andrii Vynokurov of Ukraine with ease in the second round before recording a 2-0 victory over Australia's Daniel Ellis in the best-of-three quarter-final.
Crampton and British team-mate Ross Edgar met in the last eight, with the former leading from the front in both contests.
Kenny, who was second to Hoy in China, also won his quarter-final tie 2-0, defeating Damian Zielinski of Poland.
