The tour, which comprises two Tests and seven one-day internationals, is yet to be rubber-stamped with England seeking security checks at each of the venues.
But in a statement on Monday, the England and Wales Cricket Board said "the itinerary doesn't offer the thousands of supporters who follow the England team abroad the opportunity to experience more of the great cricket grounds of India".
The statement continued: "As far as the ECB are concerned, the acceptance of the itinerary remains subject to acceptable logistical arrangements and an acceptable security environment and security arrangements being in place at each of the venues."
England will begin their tour with warm-up matches in Mumbai and finish the seven-week tour in the same city, but in between they have seven one-day internationals all in different cities in a 19-day period.
Some of the major cricket venues which have not been listed in this winter's tour include Kolkata, Bangalore, Chennai and Mohali.
