But the former Great Britain rugby league star says he will be guided by officials at European champions Wasps following approaches from both the Rugby Football Union and Welsh Rugby Union.
"I want to coach regularly. I want to stay at Wasps, but I also want to be involved in international rugby," said Edwards. "I have to be guided by the club in the end."
The RFU want Edwards to take charge of England Saxons - formerly England A - this season.
But new Wales boss Warren Gatland, Edwards' former Wasps coaching partner, has identified a role for him among his support staff across the Severn Bridge, which could also feature ex-Wasps and Wales scrum-half Rob Howley.
"I would prefer to be involved in full international rugby," added Edwards. "To become a better coach, I need to be involved at that level.
"I have been involved in some very big games over the last six years, and I am told that to develop as a coach you have to be in the big games. Full international is that sort of environment.
"I am not diminishing what goes on at second-team level with England. That is obviously a good stage to be on."
