Stuart Pearce's side dominated proceedings at Sandefjord from the start as Fraizer Campbell and Adam Johnson scored in the first half.
They refused to let up after the break, however, with further goals from Tom Huddlestone and a Matt Derbyshire brace completing an impressive performance.
England began positively and Campbell made the breakthrough after 17 minutes to record his third goal in as many matches for the Under-21s.
Huddlestone was again the provider, finding his team-mate in space in the box before Campbell steadied himself to fire under goalkeeper Lasse Staw's body.
Goalkeeper Joe Hart was called into action eventually as both he and defender Nedum Onuoha did well to block shots before David Wheater managed to clear.
Norway's purple patch did not last long, however, and England made it 2-0 when Onuoha set up Johnson who fired home left-footed from close range..
Huddlestone continued to play an influential role and got his reward in the 73rd minute, trying his luck from distance to make it 3-0.
Derbyshire then got in on the act to add further polish to an impressive performance. The striker showed typical instinctive running to meet Michael Mancienne's cute ball forward to steer the ball into the left-hand corner.
And he doubled his tally soon after when Milner again sent a quality ball his way which the striker put home with aplomb.
