The Tottenham midfielder was dismissed in the Group B clash against Serbia for swearing at an official and received a two-match ban from UEFA.
He is definitely out of the semi-final against the holders and hosts in Heerenveen but the FA hope he could be available if Stuart Pearce's youngsters make it through to the final at the weekend.
Pearce said: "We are attempting to appeal the length of the ban, we are hoping for that to be reduced to one match. We are not going to appeal what he said, which was a sending off offence."
Huddlestone has chosen to stay with the squad even if he is ruled out for the tournament.
The referee who sent off Huddlestone, Knut Kircher, is due to take charge of England's semi-final.
The German official had to sort out a mass brawl after England had scored while a Serbia player was injured, with the trouble continuing in the tunnel after the final whistle and UEFA launching an investigation.
"I thought he handled the game very well," said Pearce. "We are more than happy with him as referee for this game."
England's win was marred by racist chants from Serbia fans aimed at Nedum Onuoha. There was also accusations of racist abuse by opposition players.
UEFA have come under criticism for not having the power to kick Serbia out of the tournament and also for waiting until next month to address the issue.
"As a Serbia player I would be disappointed to be kicked out of the tournament for something that was not in their hands," Pearce added.
