The 34-year-old, who first captained the Black Caps at one-day level in 1996, confirmed he will remain as New Zealand Test captain and still wants to play under a new skipper in the shorter version of the game.
Fleming, who played his 218th match as captain, said: "The result had no bearing on my decision. I just wanted to wait until the end of the tournament so it did not become a distraction. It also feels like a good time for the one-day side to have a change of leadership. We are now starting a new four-year cycle."
He added: "On the Test front, I still believe I have much to offer and I am keen to be involved."
Fleming has guided the Black Caps to 98 wins and 106 defeats, two World Cup semi-final appearances, victory in the 2000 International Cricket Council (ICC) Knockout tournament in Kenya.
