The 33-year-old, who spent last season at Cardiff, will join up with Rovers at their training camp in Germany before new manager Paul Ince decides whether to sign his former Liverpool team-mate.
"I don't think anyone at Cardiff can blame me for taking this opportunity because I still have a desire to play at the top level," Fowler told the Daily Mirror.
"Most importantly, I believe I can still do it," he added.
"I could take the contract on offer at Cardiff and there are no guarantees that I will be taken on by Blackburn but at this stage of my career I've got to take a chance.
"I love playing and it doesn't matter what age you are, you want to play in the Premier League and I honestly think I can do it.
"I had injuries last season with Cardiff but when I played I was still scoring goals.
"I don't want to pack in just yet because I still think I've got something to offer.
"And I want to play. I still love football, still want to go out and do it and I'm really pleased that I have got a chance to show I can play in the Premier League."
