World Cup winner Gomarsall, who also started the 2007 final against South Africa and won 35 caps, has left Harlequins for Headingley Carnegie.
The 35-year-old began his career at Wasps and also spent spells at Bedford, Gloucester and Worcester before joining Quins in 2006.
"I spoke to a lot of people who have been mentors for me during my career and they all told me that you are a long time retired," he said.
"I love playing in the Guinness Premiership, it gets better every year with the increasing interest in the game."
Gomarsall will compete with Joe Bedford, Scott Mathie and Dan White for the scrum-half duties as Leeds seek to re-establish themselves in the top flight.
