Everything looked to be going to plan when Emmanuel Adebayor's penalty put the home side ahead on 21 minutes.
However, Birmingham were level just after the restart through Garry O'Connor's deflected header and held on under immense late pressure to earn a share of the spoils.
Birmingham almost snatched the lead after 15 minutes. Cameron Jerome latched on to an angled through-ball and his low shot looked to be heading towards the bottom far corner, only for Manuel Almunia to produce a one-handed save.
Maik Taylor made a superb reflex save to deny Eduardo from point-blank range following Alex Hleb's cross.
Arsenal were awarded a penalty after 20 minutes when Stephen Kelly went through the back of Eduardo and referee Phil Dowd pointed to the spot. Adebayor stepped up to coolly slot his 13th goal of the season.
At the other end, Olivier Kapo went down in the Arsenal penalty area following a challenge from Philippe Senderos, but the referee waved play on.
Birmingham were level three minutes into the second half. A corner from Sebastian Larsson found O'Connor, who headed the ball down. It took a deflection off Cesc Fabregas and bounced up past the wrong-footed Almunia.
Arsenal were soon back on the offensive and Fabregas' pass picked out Adebayor, whose shot was blocked bravely by Liam Ridgewell.
Just after the hour Wenger made a tactical switch with striker Nicklas Bendtner coming on for Theo Walcott and Eduardo moving out wide left. Bendtner dragged a low shot across goal while Mathieu Flamini's low strike forced Taylor into action again.
