The 21-year-old Leeds Rhinos player beat Penrith centre Michael Jennings and England team-mate Richie Myler to the award and was also named international winger of the year after dominating the Super League tryscoring chart in his first full season.
"I'm quite bewildered at the moment," he said. "From where I've come in such a short period of time is quite a leap."
He added: "I was surprised to be one of the nominees, to be honest. It's a great honour for me.
"I class this as my first real season because I've played throughout. I've got one more step to take at the weekend."
Hall, who scored 28 tries for Leeds in their championship-winning season, has played in all three of England's Gillette Four Nations matches so far and is expected to go up against the newly-crowned international player of the year, Jarryd Hayne, in Saturday's final against Australia at Elland Road.
The 21-year-old Hayne added the night's main prize to his Dally M award as the outstanding player in the NRL, beating Kangaroos team-mates Greg Inglis and 2008 winner Billy Slater to become the second recipient of the award, which recognises individual excellence.
Hall was joined in the team of the year by his Leeds captain Kevin Sinfield, who was judged the best loose forward, and former Rhinos team-mate Gareth Ellis, now with Wests Tigers, who is second-rower of the year.
Sinfield, man of the match in England's 26-16 win over New Zealand, and Ellis are also short-listed for the prestigious Golden Boot award, along with Australians Greg Inglis, Billy Slater and Cameron Smith and New Zealander Fuifui Moimoi.
The RLIF coach-of-the-year award was won by Melbourne Storm's Craig Bellamy, who beat off competition from his assistant Stephen Kearney - New Zealand's World Cup-winning coach - and Canterbury Bulldogs' Kevin Moore.
