Hankey lost focus in the third set as a small number of spectators booed him as he prepared to throw, prompting a call for calm from the match referee.
But he regained his composure to take the contest to a decider which he won for a 3-2 victory.
The opening set went with the throw until the fifth leg when West broke 'The Count' for a 1-0 lead.
But Hankey, champion at the Lakeside in 2000, hit double top to break back immediately and then threw two 180s on his way to a 2-0 advantage in the second set.
The seventh seed went on to take the set 3-1 and level the match, but he lost focus after the crowd unrest.
That allowed West to claim the first break of the third and the underdog, making his Frimley Green bow, held his nerve to move back into the lead at 2-1.
Hankey again broke at the first opportunity in the opening game of the fourth set and went on to whitewash West to level the contest once more.
West won on Hankey's throw in the first leg of the decider but then missed two chances to consolidate the break, allowing his opponent to hit back with bull for 1-1.
Hankey won the next leg before West again shunned several opportunities to level, and Hankey took full advantage as he clinched a thrilling 3-2 victory with double 18.
