The 32-year-old has not played for the Baggies since making a substitute appearance against Cardiff eight months ago.
Norwich's caretaker manager Jim Duffy said: "I am delighted to sign a player with John's experience. The situation we are in demands players who know how to operate in the positions they play."
He added: "John fits the bill, is a strong character and has a proven track record at the very highest level."
He will remain with the Canaries, who parted company with boss Peter Grant on Tuesday, until January 1.
However, Hartson will not be eligible to face Albion when the sides meet at the Hawthorns on October 27.
