Bernard Laporte has selected 10 debutants for Les Bleus' upcoming match at Eden Park with the French domestic season still being played.
"I think the (International Rugby Board) IRB needs to lead and lead very strongly and work with the clubs in Europe and provincial sides in the Southern Hemisphere to make sure that we preserve this great game. At the moment there are not a lot of signs of that, to be frank," Henry told The New Zealand Herald.
Scrum-half Nicolas Durand, winger Benjamin Thiery, centre Arnaud Mignardi, flanker Gregory Le Corvec and lock Julien Pierre are all set to be handed starting debuts.
Veteran hooker Raphael Ibanez and utility back Ludovic Valbon are the only capped players on the bench.
Full-back Thomas Castaignede, number eight Sebastien Chabal, flanker Olivier Magne and prop Christian Califano add experience to the depleted France side.
Henry added: "The All Blacks team that went to Europe last November was the best All Blacks team that we could put on the track.
"We are holding up our end of the bargain, we are showing a lot of integrity, we are putting the international game first. I think people need to think about that. They need to get their heads together and solve it because it's not a good situation. If we don't solve it, it could get worse."
The Kiwis face France in two home Tests before taking on Canada in their Tri-Nations build-up.
