The second match, at Trent Bridge, begins on Friday and with such a swift turnaround, the Yorkshire seamer does not have enough time to prove his fitness following back spasms.
Instead England have retained the same XI who contested the first Test as well as Leicestershire paceman Stuart Broad who was released by coach Peter Moores last week in favour of Hampshire's Chris Tremlett.
Broad returned to Grace Road for Leicestershire's clash with Middlesex and picked up the wicket of Nick Compton despite being afforded just five overs in a rain-ruined match.
England's chairman of selectors David Graveney said: "We did not consider Matthew Hoggard for this Test match on cricketing grounds.
"He is making progress in his recovery from a back injury and came through a preliminary fitness test at the ECB National Cricket Centre on Monday.
"He will be reassessed on Tuesday to see if there is any response to Monday's test and no decision has yet been made as to whether he will be available for domestic cricket later this week."
