Yorkshire swing bowler Hoggard missed the bore draw in Colombo - secured by England's top order on Thursday - with a back injury, but he has bowled twice a day for the last couple of days and should be ready to add to the six wickets he picked up in the 88-run defeat in Kandy earlier this month.
"The medical team tell me he is progressing nicely," captain Michael Vaughan said.
He added: "Hopefully come Sunday and Monday he is available for selection. Having Hoggard fit for the last Test will be a real bonus.
"We have to come up with the best formula to try to get those 20 wickets. We obviously need to win and we want to go home with a series draw which would be a great effort from the team."
The third Test, which begins on Tuesday, will be the first since the Boxing Day 2004 tsunami devastated the southern Sri Lankan coast.
Galle's international stadium, one of the most picturesque in the world, has been re-built and it will be a big moment in the careers of the host players when they walk out next week.
"It is going to be an emotional thing," confessed Sri Lanka captain Mahela Jayawardene.
"A lot of our guys come from down south and they have lost quite a few relatives in the tsunami.
"But we have moved forward as a nation and a team, we just need to concentrate on the cricket in hand."
