City's wealthy owners have reportedly given Hughes a £60million transfer kitty as he looks to add re-inforcements to his team, who lie just two points outside the relegation zone in 13th place.

"We've had tentative enquiries, no offers or bids," Hughes told City's official website, www.mcfc.co.uk. "I'm not really in a position to allow players to go before we get players in given the amount of players we have unavailable at the moment."

He added: "I'd much prefer to get players in rather than letting players go out first."

Hughes has already been active in the market, bringing in £12million left-back Wayne Bridge, while he has also had bids for Blackburn's Roque Santa Cruz and West Ham duo Craig Bellamy and Scott Parker rejected.

Although much of the focus has been on who will arrive at the City of Manchester Stadium this month, it has also been reported that the Welshman is considering selling Jo, Elano and Tal Ben Haim, who are all believed to be unsettled.

Hughes also admitted that he could send several of City's younger players out on loan for them to gain valuable first-team experience.

"We'll look at that because I think it's important that certain players need to be tested and we will need to see if they can deal with senior football on a regular basis," he added.

"So we will be looking to possibly get some of the younger players out to see how they cope.

"You have to take them on an individual basis because some players would suit a different type of club and it's about matching the player's ability and their style to the correct club, not just sending them out hoping that they are going to do well. There has to be a little bit of thought behind it."
