James, 38, describes Eriksson as the second best England manager he has played for - behind current boss Fabio Capello - and would welcome working with the Swede again.
"Somebody of his calibre would be a tremendous acquisition for us," he said.
Eriksson is currently manager of Mexico but one win in five has seen his position come under threat.
James added: "Having a former England manager as manager of Portsmouth I'm sure is something that the fans would never have envisaged."
Brian Kidd has arrived to assist caretaker manager Paul Hart, while Eriksson continues to be linked with a return to the Premier League after leaving Manchester City last summer.
"Football is a big sport and, face it, sometimes it's not a friend of patience," Eriksson said.
