The 27-year-old has signed a three-year deal at the JJB Stadium following a medical.
Bruce, who took him to Blues last summer, said: "Yes, he's one I really wanted to get on board. Olivier's a real fighter, but he has a touch of quality about him. He can play in a number of positions and having worked with him in the past, I know what a good addition to our squad he will be."
He added: "He has Premier League experience, which is important, and I'm confident he will do well here."
The former Juventus player will join up with his new team-mates for their pre-season training camp in Austria.
Wigan have paid City an initial £2.5million which could eventually rise to £3.25million.
Kapo joined Birmingham for £3million on a three-year deal with a two-year option in June last year from Juve, and made 26 appearances last season.
But the club's relegation to the Coca-Cola Championship prompted Bruce to make his move, and he got his reward today.
Ivory Coast-born Kapo, who has nine senior international caps for France to his name, was delighted to be re-joining the man who initially brought him to England. He said: "Steve is a fantastic manager and this club is going places. I really want to be playing for them now."
