Davies and Sebastien Puygrenier had seemingly earned the win before two goals in as many second-half minutes from Tottenham substitute Darren Bent.
But Davies nodded home Matt Taylor's 87th-minute corner to secure three precious points for Gary Megson's side.
Bolton could have scored in the 22nd minute when Gretar Steinsson crossed for Mark Davies who headed wide from eight yards.
Ricardo Gardner set up Kevin Davies in the box, who should have done better, before Taylor hit a low shot from long range that Carlo Cudicini held well.
In the 31st minute, Mark Davies' free-kick saw Puygrenier head past Cudicini and eight minutes later Aaron Lennon broke down the left but found nobody in the box waiting for his cross.
In the second half, Spurs boss Harry Redknapp was forced to adopt a more attacking approach with Bent and Frazier Campbell coming on.
But Bolton went further ahead in the 64th minute with a well-worked goal as Puygrenier headed the ball on to Kevin Davies, who slammed a rising effort into the Spurs goal.
Bent swept home the simplest of chances from a Pascal Chimbonda cross in the 73rd minute - then poked the equaliser through Jaaskelainen's legs to stun the hosts.
But Davies pounced to win a see-saw clash with his 87th-minute header.
